KISII, Kenya, Apr 14 – A petitioner who wants the entire Kisii County Public service board sacked has told the labor committee he can’t tell if there are ghost workers in the Kisii County Government.
Benson Atika the petitioner wants the entire public service Board led by Nancy Nyarangi (Chairperson), Jackson Ondibae, Mogusu Momanyi, John Machuka and Judy Omae be investigated and punished for the serious crimes they committed in violation of the Constitution of Kenya including chapter six of the constitution.
Atika, while being Cross examined by defense Councel Nyamweya Mogusu was unable to substantiate one of the grounds of his petition on the claims of Ghost workers leading to a bloated county wage bill.
Further Atika who is an accountant admitted section 251 of the constitution doesn’t apply to his petition which he quoted as a supporting ground.
Atika admitted his petition is on the basis of a declaration made by Governor Simba Arati on the bloated wage bill due to ghost workers in the County Government.
“Can you tell the republic if there are ghost workers?” Councel Nyamweya posed as the petitioner replied ‘No’.
Atika was also unable to provide supporting documents on the allegations he raised in the petition that the public service board chair illegally accepted the extension of illegal appointment pending her renewable contract in office.
The Petitioner said,the five bench board had a gross misconduct in the performance of their duties while carrying out the functions of their office.
The Petitioner further noted the board members deliberately circumvented to law on on recruitment and engaging converting casual employees to contract and permanent and pensionable and also promoting employees without proper laid down laws and regulations.
