NAIROBI, Kenya, Feb 16 – A number of jobless President William Ruto allies who have been eyeing the Chief Administrative Secretary (CAS) position are in a jubilant mood after a court’s ruling paving way for their appointment.
In Thursday’s ruling, Employment and Labor Relations Court judge Justice Monica Mburu found that the Public Service Commission (PSC) followed due process.
Some of the poll losers including Millicent Omanga who failed in the Nairobi Woman Representative contest couldn’t hide their joy after the ruling was made.
“Greenlight for appointment of CASs given by the ELRC Court. Court rules that PSC followed the due process,” Omanga posted on her Twitter account.
Other poll losers and Kenya Kwanza loyalists hinted at being appointed as CASs are Cleophas Malala, , Catherine Waruguru, City Lawyer Cliff Ombeta, Ex-KNUT SG Wilson Sossion, Isaac Mwaura, Ex- MPs Kimani Ngunjiri (Bahati) Charles Jaguar (Starehe) and Benjamin Washiali (Mumias East).
The Law Society of Kenya (LSK) had moved to court to challenge the appointment of the Chief Administrative Secretaries, arguing that there was a possibility of duplicity of roles between the Principal Secretary and the CAS post.
The positions of CAS in every Ministry were introduced in 2018 by former President Uhuru Kenyatta, with political analysts equating them to rewarding political loyalists.
A CAS reports to the Cabinet Secretary in the performance of his/her duties, and some of their duties include responding to issues or questions touching on the portfolio assigned to the office.
They are also to provide liaison with the National Assembly and Senate as well as representing the Cabinet Secretary at any meeting as instructed by the CS.
